The Alternative Payment Program (AP) contracts with the California Department of Education, Child Development Division, to offer child care subsidies to parents who are low income and have a need for child care.

You can either mail, fax, or bring your subsidized child care application to our agency’s front desk at 3081 Teagarden Street, San Leandro. 

AP Family Responsibilities

The family is responsible for completing all of these tasks.

  • Notify case managers of all changes within five calendar days, such as, but not limited to:
      • Income
      • Need
      • Family size
      • Phone number or address
      • Change of provider
      • Hours
      • Change in vocational training schedule
  • Pay parent fees directly to the child care provider (unless your child is attending one of Davis Street’s four licensed childcare centers)
      • Sign attendance sheets with your full signature and exact time into and out of child care for each child daily.
      • Complete a re-certification appointment a minimum of once every 12 months and within 6 months from the time of transfer from Stage 1.
      • Comply with all regulations set forth by the California Department of Education Title 5, Education Code and the Funding Terms & Conditions.
      • Refrain from aggressive behavior, yelling, name-calling, profanity, any physical aggression, or any behavior that threatens the health and safety of children and/or staff.

These responsibilities are mandatory. Non-compliance is grounds for termination from the program.
