Job Description

Under general direction of the APP Director, the APP Manager supervises the APP Case Specialist team and oversees related responsibilities. The APP Manager will also maintain the department operations in the absence of the APP Director.

Responsibilities

  • Supervise APP Case Specialist staff and provide ongoing training, coaching, support and evaluation.
  • Recruit, train, coach and evaluate Case Specialist staff as needed.
  • Manage the enrollment reports and recertification of families on APP/CalWORKs Programs.
  • Manage compliance reviews of new and ongoing case files.
  • Monitor compliance of all written materials and forms including operational procedural manuals to families and training materials for staff.
  • Develop operational goals for the AP program Case Specialist staff.
  • Oversee Subsidy/CalWORKs operations and work with AP Program Director to set and develop operational goals for the programs.
  • Responsible for suspected fraud inquiries.
  • Oversee transfers of families from Subsidy agency to agency.
  • Implement processes to ensure timely completion of department tasks and priorities.
  • Assist with the resolution of parent and provider case issues.
  • Prepare reports as requested by program funders and/or agency staff as needed.
  • Act as agency liaison to County APPs and R&Rs for CalWORKs and/or Subsidy Programs.
  • Attend and prepare for monthly APP, Agency and other staff meetings.
  • Attend all appropriate training sessions and webinars.
  • Additional duties as assigned

Requirements

  • Minimum of 2 years supervisory experience with program leadership skills and responsibilities
  • Minimum of 2-year experience providing services to a diverse community or comparable educational degree
  • Ability to communicate effectively, both orally and in writing
  • Ability to hire, train and coach staff effectively
  • Ensuring professional development and training of department staff
  • Ability to establish and maintain effective working relationships with other management staff, employees, and the community
  • Ability to build partnerships and direct teams
  • Ability to effectively plan and execute strategies
  • Demonstrated ability to organize and set priorities and respond to changes in program needs
  • Demonstrated analytical ability
  • Demonstrated computer skills using MS Word, Access, Excel, Outlook and other software programs
  • Familiarity with efficient office and organizational procedures
  • Reliable transportation for occasional work-related meetings and events

PHYSICAL REQUIREMENTS

  • Ability to sit at a desk, conference table or in meeting rooms of various configurations for an extended amount of time
  • Manual dexterity to use a telephone and computer
  • Facility to hear and understand speech at normal room levels, and to hear and understand speech on the telephone
  • Facility to speak in audible tones so that others may understand clearly in conversations and over the telephone
  • Physical agility to push/pull, squat, twist and turn
  • Mental acuity to perform the essential functions of this position in an accurate and timely fashion; to make good judgments and decisions; and to evaluate the results of decisions
